Recommendations were made concerning improving the design of future pilot projects to evaluate the feasibility of motorcycle safety training. No conclusions could be drawn, however, concerning the effects of the training on preventing motorcycle crashes. Despite limitations in data collection such as the lack of crash data and difficulties in obtaining volunteers for the study, it appeared that the training did result in an increase in knowledge of safe motorcycle operation on the part of the students in the experimental group. Another suggestion involves freezing the department’s training budget to assess training needs. The Motorcycle Safety Foundation curricula used were acceptable to both the teachers and students. For example, the report recommends eliminating police response to the vast majority of mental health crises that do not involve deadly weapons or imminent risk of harm, following suit with other police departments across the country. A very small sample of students ultimately acquired or had access to motorcycles in the experimental group, between 19 and 37 percent of the students became principal or part-time riders of motorcycles and, in the control group, only 16 to 33 percent of the students had access to bikes. The three basic criteria for the evaluation were the accidents and violations of the students, written test scores, and exposure data. The first year of the program involved approximately 422 students from five locations, the second year involved seven sites across the State.
